FOXHOUND is a special operations unit which features multiple times throughout the Metal Gear series. It specializes in sending officers in secretly, into situations where force is not an option. It was formed by Big Boss and Major Zero after the events of Metal Gear Solid: Portable Ops. In the game, members of the FOX unit turned rogue so FOXHOUND was formed to kill the rogue members.
In Metal Gear, Big Boss was the commander of the FOXHOUND unit with Gray Fox and Solid Snake as the ground operatives. However, at the end, Big Boss turned rogue and Solid Snake had to kill him.
In Metal Gear II, Solid Snake was once again working for FOXHOUND under the command of Roy Campbell, the new commander.
FOXHOUND turned rogue in Metal Gear Solid under the command of Liquid but Snake and Major Zero had retired before this time. Snake worked again for Zero to defeat Liquid and his Genome Army.
In Metal Gear Solid 2: Sons of Liberty, Raiden is led to believe by The Patriots that he is part of a new FOXHOUND unit. However, this was just a ploy to try and replicate the perfect soldier by subjecting them to the same experiences that Solid Snake had.
Although Meryl and the other members of Rat Patrol 01 bear the logo of FOXHOUND in Metal Gear Solid 4: Guns of the Patriots, there is no connection and it is for nostalgic reasons only.
