Jim Houseman was Secretary of Defence during the Shadow Moses incident. He was a friend of Donald Anderson and was helping with the Metal Gear REX project. Houseman wanted REX for himself and was using the FOXDIE assassination virus to kill off those involved so he could retrieve REX for himself. However when he found out that Snake had destroyed REX he ordered a bomb run over Shadow Moses to ensure that there was no evidence linking him to REX or the Genome Soldier project. He took Roy Campbell from his post to order the air strike but luckily, President George Sears stepped in to stop him.
