Master Miller made his first -and arguably only- appearance in Metal Gear II.

While the man himself didn't appear in MGS1, Liquid Snake disguised himself a Miller to lure Snake into following his orders and doing what he wanted him to do early on in his mission on Shadow Moses. According to a discussion with Liquid later on in the game, it's revealed that Liquid had killed Master Miller just a few days before the Shadow Moses uprising.
