The Patriots (also known as the La-Li-Lu-Le-Lo) are a secret organisation who run America from behind the scenes. In Metal Gear Solid 2, it is revealed that it was they who ordered Arsenal Gear. Arsenal Gear was built under concealment from the Big Shell. The construction of the Big Shell was also planned by The Patriots, who sunk the tanker (full of oil), necessetating the need for a cleanup facility (which was used for Arsenal Gear's concealment).
